Following up on yesterday’s report of up to 1000 Muslim men sexually assaulting women in Cologne on New Year’s Eve, Cologne’s female mayor is taking action:
The Mayor of Cologne said today that women should adopt a “code of conduct” to prevent future assault at a crisis meeting following the sexual attack of women by 1000 men on New Year’s eve.
Mayor Henriette Reker attended an emergency meeting with Chief of Police Wolfgang Albers and Wolfgang Wurm to discuss how to deal with the attack, where dozens of women were repeatedly touched and groped, with one case of alleged rape in the center of town.

The crisis management team said prevention measures should include a code of conduct for young women and girls, and Mayor Reker said the existing code of conduct will be updated online.
The suggested code of conduct includes maintaining an arm’s length distance from strangers, to stick within your own group, to ask bystanders for help or to intervene as a witness, or to inform the police if you are the victim of such an assault.
Translation: Stop asking for it, you slut!
And what sort of place is Cologne now?
“Especially the area in and around the central station, the cathedral and the adjoining area towards the banks of the Rhine for tourists (and locals) is no longer considered even in normal times as safe. For months, there is in these areas numerous thefts, open drug dealing, robberies and harassment of all kinds… Dozens of women were sexually harassed in public and there was at least one rape.
“Neither the city nor the police are able to guarantee in the territory described the safety of tourists and locals. Especially for women it must be assumed that a high security risk is here in the evening and night hours. At New Year’s Eve there was a legal vacuum and a no-go area for women. With the climax of the Carnival season it is unfortunately expected to be a similar situation”.
And the “solution” to this problem? No-go areas and free western women self-imposing soft Sharia law on their own actions.
Remember how feminists were enraged by guidelines for women like “Don’t walk alone in bad parts of town late at night” or “don’t drunk from a punch bowl unless you know what’s in it” because they contributed to “rape culture”? Yet when it comes to the real rape culture that radical Islamists have carried with them to other countries, they remain silent, just as they remained silent on the Islamic pedophile rape gangs in Rotherham.
The reason is twofold, though both relate to leftwing political solidarity: Somehow Muslims have become the most sacred victims on the victimhood identity hierarchy, and leftwing political parties need Muslim votes.
They left has evidently decided that if reality doesn’t conform to their fantasies of peaceful, multicultural Muslim immigrants, then reality must be ignored, and anyone noticing this reality must be labeled a “racist” or “xenophobe”. If leftists continue to ignore reality, they are likely in for a rude awakening come election time…

It was always wishful thinking that the Muslim Brotherhood was going to relinquish its grip on power without a fight. The only question now is how many dead, and how many of its top leadership the Egyptian military is going to kill.
Egypt should count itself lucky that Mohammed Morsi was so stupidly impatient. If he had only followed Erdogan’s lead, he could have slowly but steadily consolidated his rule while pushing the military out of the picture. Now he’s toast, and we can only hope his fellow Islamists get pushed out of power-sharing entirely.

Some people have wondered why Egypt’s high court, doing the military leadership’s bidding, just invalidated the Egyptian parliament, even though the Muslim Brotherhood’s popularity, though strong, seemed to be on the wan. I think the simplest explanation is not that they were afraid of losing their grip on Egyptian society (though that’s probably part of the equation), but that the Egypt’s military leadership prefers not be be killed. I don’t mean this in a metaphorical sense, I mean that there was real (and probably justified) fear that a government lead by Muslim Brotherhood would lead, in very short order, to the liquidation of the military leadership. I think they were facing not one but two existential threats.
First, as shown in Turkey, when a nation’s existing military leadership also acts as an independent power base, islamists are only willing to tolerate potential threats to their own rule as long as they have to. Recep Tayyip Erdogan’s islamist AKP has moved to put vast swathes of Turkey’s previously independent military leadership on trail for blocking Islamist aims in the past. Egypt’s military is just as strong a power center (albeit one considerably less scrupulous than Turkey’s); how long do you think it would take the Muslim Brotherhood to move against the military leadership after they had consolidated power? My guess is not long at all, and the military knew it too.
Second, if we take the Muslim Brotherhood at their word, it’s obvious they’re itching for another war against Israel. And why not? They regard the “Zionist Entity” as a literal affront against God, one that must be wiped off the face of the earth. Moreover, what better way to tighten control over the levers of governmental powers than with a war against a hated enemy? There are are all sorts of ways to use “emergency wartime decrees” to eliminate opposition figures and seize direct control of businesses and ministries when everyone’s focused on the military action.
And who would bear the brunt of any war against Israel? The hated military. Win, and members of the Muslim Brotherhood government are heroes to Muslims all over the world. Lose, and it could only be attributable to traitorous disloyalty by the military leadership, which would be immediately purged.
And make no mistake about: Egypt would lose. Badly. No matter how they may try to spin the 1973 Yom Kipur War as a victory, the Egyptian military got it’s ass handed to it in all four of the Arab-Israeli Wars. The Six Day War was particularly brutal, with Israel destroying all the Arab air forces arrayed against it, most on the ground, and decisively crushing Egyptian forces in the Sinai while taking minimal casualties; they could even have taken Cairo were it not for frantic pleas of the U.S. and heavy threats from the Soviet Union. Egypt lost the Yom Kippur War as well, but actually managed to bloody Israel’s nose in the Sinai, using effective anti-tank tactics to inflict real damage on the IDF before being overwhelmed. This would be pretty much the only instance where an Arab army stood toe-to-toe with the IDF (even temporarily) until the 2006 war on Lebanon, which Hezbollah would survive despite being badly mauled.
The Egyptian military knows it would lose any war against Israel for the foreseeable future (even discounting Israel’s likely nuclear weapons arsenal), and it knows the best way to prevent one is to prevent the Muslim Brotherhood from coming to power. Strangely enough, in this instance the Egyptian military leadership is actually acting in the best interests of the nation, even if the end result also happens to be saving their own hide.

The rebels in Syria seem newly emboldened, as they just attacked the ruling Baath Party building in Damascus.
One estimate of the death toll since mid-March of 4,500 Syrains killed, which strikes me as much too low.
Barry Rubin says that Syria is no longer a revolution, it’s a civil war. He also says that the newly formed Syrian National Council is dominated by Islamists. Lovely. Guess who the U.S. is backing?
It is hard to overestimate how disastrous Obama Administration policy has been. Not only has it promoted an Islamist-dominated leadership (which might be pushed into power by monopolizing Western aid) but this mistake has fractured the opposition, ensuring there would be several anti-SNC groups. This strategy has also angered the Kurds and Turkmen minorities who view the SNC as antagonistic to their hopes for some autonomy. As a result, these two groups have reduced their revolutionary activities.

How bad has it gotten for Assad? A pro-Syrian demonstration in Beruit only drew dozens of supporters, where previously Assad count count on his (and Iran’s) puppets in Hezbollah to throng the streets with tens of thousands. Of course, Hezbollah and Amal are still in Assad’s corner. I do wonder if Assad could start importing Hezbollah fighters wholesale, since his own army seems unable to contain the rebellion. I also wouldn’t put it past Iran to send combat troops on to prop him up, though that seems less likely.
In the Weekly Standard, Lee Smith goes so far as to state: “Bashar al-Assad is finished.”

As for what the hell is going on in Libya right now, I’m not sure I know. Rebel forces appear to control the eastern part of the nation, including Benghazi and Tobruk, while Gadhafi seems to be maintaining his grip on Tripoli, at least for the time being.
Al Jazeera continues updating. “The interesting thing is that Libya has no constitution but [Gadhafi] has threatened the death penalty for people who fail to follow the constituion.”
Reports of Gadhafi unleashing foreign mercenaries on his people. I’d take that with a grain of salt.
No signs of Libyan troops at the Egyptian border.
Benny Morris in The National Interest believes that the region’s most brutal dictators will weather the storm, while the region’s least oppressive leaders will be replaced by Islamists.

Not a lot of news coming out. The longer it takes things to happen, the more likely Mubarak is to hold onto power. Yesterday brought scattered reports that the army may be wavering in support of Mubarak. Today? Not so much. There are sporadic reports of gunfire, and lots of reports that citizens groups are banding together to prevent looting.

As for what an actual popular Egyptian government might look like, Michael Totten reminds us that the answer might be pretty ugly:
In Egypt, 82 percent want stoning for those who commit adultery; 77 percent would like to see whippings and hands cut off for robbery; and 84 percent favor the death penalty for any Muslim who changes his religion.
Asked if they supported “modernizers” or “Islamists” only 27 percent said modernizers while 59 percent said Islamists.
Elsewhere in the Middle East, there are reports of unrest in Yemen. Conversely, yesterday’s reports that Syria had also taken down nationwide Internet access appear to have been false.

This is not good news. Imagine if the governor of California or Texas were assassinated in broad daylight by his own bodyguard. Well, that’s what happened to Punjab Governor Salman Taseer in Pakistan. Of course, former Prime Minister Benazir Bhutto was also assassinated, and Indian PM Indira Gandhi was assassinated by her own bodyguards, in large measure due to policies regarding Sikhs in the Indian portion of Punjab.
As for who is responsible, who knows? It could be a freelance jihadist, it could be al Quada, it could be Taliban, or it could be some of the Islamist elements of the Pakistani ISI. (Given the circumstances, I’m assuming it wasn’t Kashmiri nationalists, though stranger things have happened.) In any case, it’s bad news for a nuclear-armed nation that always seems to be inching ever closer to become a failed state.
I don’t have any particular insight into Pakistani, so I direct you to the odd piece by the ever-interesting Christopher Hitchens, which are long on insight and short on hope. Sometimes, as in the Middle East, there are simply no good options.

Thanks to an Instalanch (with assists from Ace of Spades and Moe Lane, among others), my piece on Elizabeth Moon and WisCon has proven extraordinarily popular, so I’ve been spending a fair amount of attention on that. (And numerous liberal science fiction professionals have been writing in to thank me for it, as the shrill, exclusionary rhetoric and tactics of the FailFandom crowd have alienated vast swathes of the field.) But that’s not the only news from the World of Jihad this week, so here’s a roundup of a few other notable developments:
- The convert-to-Jihadism that threatened the lives of South Park creators Trey Parker and Matt Stone over the Mohammed episodes is going to prison:
A 20-year old guy named Zachary Adam Chesser pled guilty on Wednesday to three federal charges: communicating threats against South Park’s writers, soliciting violent jihadists to desensitize law enforcement, and attempting to provide material support to Al-Shabaab, an organization designated by the US as a terrorist group….He faces a maximum penalty of 30 years in prison when sentenced on February 25, 2011. He was born Jewish, and converted in his teens to an extremist strain of Islam, adopting the name Abu Talhah al-Amrikee….Chesser admitted that he promoted online what he called “Open Source Jihad,” where he would direct jihadists through his online forums to information on the Internet that they could use to elude capture and death while maintaining relevance and striking capability.
- London borough turning into an Islamic republic (the Telegraph‘s phrasing, not mine). Lutfur Rahman, the newly-elected Mayor of Tower Hamlets, has “close links [with] a Muslim supremacist body, the Islamic Forum of Europe (IFE) – which believes, in its own words, in transforming the ‘very infrastructure of society, its institutions, its culture, its political order and its creed… from ignorance to Islam.’”
- Speaking of UK jihadists, Pregnant Asiyah Khan of Bradford, who burned to death, may have been the victim of an honor killing.
- Benjamin Kerstein points out the obvious: the Middle East Peace Process is a joke.
- If you’re wondering what “Islamic moderates” look like, take a look at this essay by Mohamed El-Moctar El-Shinqiti, which, in diagnosing the cure for Arab decline, calls for a guarantee of the rights of non-Muslims, but rejects a wholly secular state saying that “non-Muslim minorities and non-practicing Muslims need to accept the fact that Islamic law is too rich and too important to be discarded.” Mr. El-Shinqiti’s vision of a rule based on moderate Islamism would be a distinct improvement in countries like Iran and Saudi Arabia, but a vast step backwards in any Western society based on individual rights.
